He is a member of the Global ESCO Network (UNEP Copenhagen Climate Centre) and an expert in the PPP Expert Working Group at the Ministry of Development Funds and Regional Policy. Doctor of Laws, assistant professor at the Faculty of Law and Administration of the University of Warsaw. Together with the Polish National Energy Conservation Agency S.A., under the brand name ‘Facylitator EPC’, he is intensively developing the market for EPC/ESCO projects in the public sector.
